Been away a while... put this together as fast as I could this past week:

Very interesting.
Sorry for the dumb question - are these scatter-simulation tools already available?

No, the tools are a work in progress, and I haven't worked on them for several (at least 8? was sidetracked) months. Still a lot of work to do on the tools.
Here is a video of the tools (so far) in action:
Voronoi Fracture and Shatter usage examples - Blender & Bullet Physics

The fact that my voronoi fracture and shatter algorithm / code was just sitting there on my hard drive was bugging me; so I decided to release a voronoi fracture and shatter function for Bullet Physics developers as permissive open source code... but I also felt compelled to accompany that with some illustrative examples so that they would at least know how to use it. So I basically forced myself to come out with these videos as fast as possible before the year runs out (holidays really).

Absolutely amazing :)
The only thing i missed are secondary fractures (i mean fracture the fragments) Is it planned for future development?

As far as I remember there was a Cylinder in the animation where secondary fracturing was shown. I'll search the time...

Edit: it's 6:47
