I had a similar idea, though couldnt get the motion blur to work on a animated mesh.

Yeah, LuxRender's motion-blur doesn't work on animated meshes; only on transformations of the object itself. Actually, I didn't enable motion-blur at all for this one. Rendering out many subframes and then merging them together is a lot more flexible and allowed me to do the water properly and to animate the petals with an armature.
